Lead Evaluation, Remediation, and Clearance Process
The process starts when a client applies for the Lead Assistance Program at a designated Agency.
Step 1: Field staff conducts an initial lead swab/dust wipe test to test for the presence of lead hazards at the property.
Step 2: If lead is found on the property, the agency will ensure the client is eligible for lead remediation work through the programs. The client is determined eligible based on the guidelines in the Lead Assistance Program Policy Manual.
Step 3: The Agency will then send a DCA Certified Lead Evaluator to conduct a complete Lead Inspection Risk Assessment (LIRA) of the property. A LIRA involves dust sampling, a paint inspection using an XRP gun, a visual inspection of paint surfaces, and a drawing of each floor.
Step 4: Lead Construction Manager (LCM) performs a walkthrough of the unit with the Lead Risk Assessor and contractors (ideal). Begins preliminary Scope of Work (SOW)
Step 5: LCM completes internal Scope of Work with Cost & Time Estimate based on lead hazard report and LCM visual inspection notes. Client intake information and scope of work are then entered into HESWAP.
Step 5: LCM negotiates the final job cost with the chosen contractor, schedules work, and provides on-site guidance as lead work proceeds through job completion.
Step 6: LCM coordinates with the Contractor as the job nears completion, and schedules the Clearance examination with Lead Evaluation Firm
Step 7: Once the unit is cleared and approved, the unit is added to the Invoice in HESWAP for payment.
